Waymo Just Got Permission to Drive Most of California

The CPUC approved commercial robotaxi operation across 18 counties — freeways, rural roads, rail crossings, day and night, in rain, fog, and hail. The only named limit is widespread snow or ice.

The California Public Utilities Commission approved Waymo's Advice Letter No. 4 on August 14, 2026, clearing commercial autonomous ride-hail service across 18 counties.

Northern California: Alameda, Contra Costa, Marin, Napa, Sacramento, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma, Yolo. Southern California: Los Angeles, Orange, Riverside, San Bernardino, San Diego, Ventura.

The operating conditions are the part worth reading closely. All speed limits. Freeways, highways, city streets, rural roads, parking lots, driveways, and rail crossings. Day and night. Rain, fog, and hail. The principal named restriction is widespread snow or ice.

Waymo said the rollout "will be gradual and guided by our safety framework."

Read the conditions, not the county list

Geographic expansion is the headline, but the operational envelope is the substance.

Every prior robotaxi authorization in California was a carve-out — this city, these streets, under this speed, in these weather conditions, during these hours. The permits described a bounded box, and the engineering effort went into staying inside it.

This approval inverts that. It grants a broad envelope and names an exception. Freeway operation at full speed, rural roads without dense prior mapping, rail crossings — which are a genuinely hard case because the failure mode is catastrophic and the right behavior depends on signals a vehicle must interpret correctly every time — and adverse weather that degrades exactly the sensors the system depends on.

Regulators do not grant that envelope on a promise. The Advice Letter was filed on January 28, 2026, suspended through September 25 for review, and supplemented in May with procedures for unaccompanied minors and service disruptions. That is roughly seven months of regulatory scrutiny, including questions about what happens when a child ends up alone in a driverless car and what happens when the fleet has to stop.

The approval arrived early relative to the suspension window.

The scale it starts from

As of May 2026, Waymo's service covered approximately 1,400 square miles across 11 cities with roughly 3,000 vehicles, having completed more than 20 million trips.

The approval covers most of California's population. The gap between the current footprint and the authorized one is enormous, and Waymo's own language — "gradual" — concedes that permission and capacity are different constraints.

The binding limits now are vehicles, depots, charging, and service operations. Both the Jaguar I-Pace fleet and the newer Ojai robotaxi running Waymo's sixth-generation Driver are approved, and Waymo has been building toward volume through its Zeekr platform partnership — an arrangement that reduces per-unit cost while carrying obvious geopolitical exposure, as importing a China-built vehicle platform into a U.S. autonomy program has done for every company that tried it.

Regulatory approval has been the industry's rate limiter for a decade. In California, for Waymo, it no longer is. Manufacturing is.

What it does to the competitive picture

Tesla operates driverless in the Austin metro plus Miami, Orlando, and Tampa, with Dallas and Houston open. In the San Francisco Bay Area it runs with safety drivers, as California law requires for its permit tier.

That is the asymmetry this approval sharpens. Tesla's expansion has run through states with permissive frameworks, which is a rational sequencing choice — go where the regulator is fastest. Waymo spent the same period grinding through California's process, which is among the slowest and most demanding in the country.

The payoff for that patience is a permit covering the largest state economy in the U.S., under conditions broad enough that further expansion within California is an operations problem rather than a regulatory one. Tesla still has to clear the same commission to remove its safety drivers.

This does not settle the technical argument between the two approaches — sensor-rich mapped autonomy versus camera-only generalization — and nothing about a CPUC decision should be read as settling it. What it settles is which company can currently charge for driverless rides across most of California, and that answer is now one company.

The exception that remains

Widespread snow or ice is the named restriction, and it is an honest one.

Snow degrades lidar returns, obscures lane markings, changes the friction model the planner assumes, and buries the road geometry that mapped systems rely on. It is the last genuinely unsolved condition in autonomous driving, and every operator has the same limitation whether or not their permit states it.

For California the exclusion is nearly free — the approved counties are overwhelmingly snow-free, and the mountain regions where it matters are largely outside the grant. For any national expansion it is the constraint that defines the map. A robotaxi network that cannot operate in winter weather is a Sun Belt and coastal business, and that is a large business, but it is not the whole country.

The read

The county list will get the coverage. The conditions list is the decision.

A regulator that spent seven months reviewing this application concluded that a driverless vehicle can be trusted at freeway speed, on rural roads, across rail crossings, at night, in hail — and wrote that into a commercial authorization rather than a testing permit.

That is a categorical change in what the regulatory posture toward autonomy is. The prior model was bounded permission with the burden on the operator to prove each expansion. The new one is broad permission with named exceptions, which is how every mature transportation mode is regulated.

Waymo now has more permission than it has vehicles. That is a better problem than the one the industry has had for the last ten years, and it is the first time any operator has had it.
